The CM2000 WL40 is a wireless dual band amplifier kit designed to be used in a vehicle or indoors. It includes both a car lighter power supply as well as a wall socket AC power supply, as well as two antennas and cable.
It is a multi user amplifier and can improve the cell phone reception for multiple people in the car at the same time. It will help in getting better reception, preventing dropped calls and extending the battery life. Normally if a signal is weak, the battery can be drained trying to find a local tower. But if it is amplified with a booster like this kit, the battery will last longer.
This is the equivalent of the Wilson 801212 kit, but also includes the AC adapter.

Note: Cellphone Mate recommends that there should be a distance of at least 7 feet (linear) between the 5' patch antenna and the outdoor magnetic antenna.
